Judge. Born in Pennsylvania. B.A., University of Southern California, 1993; M.A., Columbia University, 1995; J.D., University of Virginia, 1999; Editor-in-Chief, Virginia Tax Review. Admitted to the Bars of California (1999) and the District of Columbia (2002). Served as Law Clerk to the Honorable Joseph H. Gale, United States Tax Court, 1999-2001. Practiced law as an Associate, Covington & Burling, LLP, Washington, DC, 2001-2005. Served on the staff of the Joint Committee on Taxation of the United States Congress: Legislation Counsel, 2005-2015; Senior Legislation Counsel, 2015-2024. Appointed by President Biden as Judge of the United States Tax Court; sworn in on August 7, 2024, for a term ending August 6, 2039.
